Most cities do have some sort of bylaw that states how a yard is to be kept. In the City of Ottawa, Part II, Section 6, part 6 states: "Lawns shall be kept trimmed and not be overgrown or in an unsightly condition out of character with the surrounding environment". Toronto's Municipal Code Property Standards is a little more vague but it does say that "all yards shall be kept free of undergrowth and weeds", but it does have a few other references to grass and is a little more open to interpretation. I suggest that you phone directly to a by-law enforcement officer of your city and find out if you have a by-law similar to either of these cities.
